About Juan Manuel

Founding Partner with over 35 years of experience in urban planning and real estate law. He has extensive expertise in the development of urban planning instruments aimed at ensuring the legal and financial feasibility of partial plans, implementation plans, regularization and management plans, zoning plans, and urban renewal projects within the construction and real estate sectors.

He is recognized for his expertise in structuring urban development instruments that provide legal and financial viability to complex projects, including Partial Plans, Macroprojects, Implementation Plans, Regularization and Management Plans, and Urban Renewal Plans, among others. Through these instruments, innovative mechanisms for the allocation of burdens and benefits have been successfully designed and implemented.

    • Legal counsel in the formulation and adoption process of the Ciudad Verde National Interest Macroproject (Soacha), 2010–2017.
    • Legal counsel in the formulation and adoption process of the Casablanca Partial Plan (Madrid), for Amarilo S.A.S. 2008–2016.
    • Legal advisory services in the approval process of the Hacienda Rosablanca Partial Plan, Villavicencio, Meta, for Entorno Urbano S.A.S. 2011.
    • Drafting of the Decree Reform Proposal for Decree 1052 of 1998 — technical and regulatory proposal aimed at optimizing the role and functions of the Urban Curator — Ministry of Housing, Environment and Territorial Development, 2004.
    • Preparation of the urban legal study for the Terranova Urban Development Project, Municipality of Bello, Antioquia, 2003.
    • Structuring land management strategies for some of the most significant real estate projects in Colombia, including La Felicidad, Ciudad Sanitaria Sanitas, El Tomillar, and Unicentro, providing comprehensive urban legal structuring at a national level.

    • Leading the firm’s representation in one of the country’s most significant legal disputes, defending private property rights in coordination with collective rights.
    • Advising leading construction companies and real estate developers in Colombia on urban planning matters, as well as the Colombian Chamber of Construction (CAMACOL) and other sector entities.
    • Design and implementation of urban development instruments to ensure legal and financial feasibility.
    • Development of Partial Plans.
    • Development of Urban Renewal Plans.
